Description

The goal of this program is to accelerate the development of an on-demand manufacturing capability that can support the emergency preparedness and response mission of the Biomedical Advanced Research and Development Authority (BARDA) within the Administration for Strategic Preparedness and Response (ASPR). The program challenges offerors and innovators to aspire towards the ultimate goal:

“Develop a portable, continuous, end-to-end manufacturing system that can produce medical countermeasures (MCM) on-demand in compliance with Good Manufacturing Practice (GMP)”

Specifically, this program aims to identify, develop, and implement novel manufacturing technologies that will improve the speed, scale, and flexibility of MCM production and delivery at reduced cost while maintaining high levels of product integrity and quality. For this particular effort, targeted toward capabilities for on-demand manufacturing, it is important to note that development and optimization of the process, as opposed to generation of a particular product, is the primary interest.  

Industry Day and Speed Networking

A virtual Industry Day was held on Monday 9/9/2024 at 11am Eastern. Sides and Quad Charts presented during the event are posted on the RRPV Members Only site.

Teaming Profiles

As described in section 2.3 of the RPP, RRPV Member Organizations may submit an optional Teaming Profile, which will be posted to the RRPV Members Only Site.  Please review the Teaming Profile Guide for RPP-24-02-ODM and the RPP-24-02-On Demand Manufacturing RPP for more information.

Teaming Profiles must be submitted to RRPV@ati.org.  Profiles that do not meet the criteria in the Teaming Profile Guide will not be accepted.

Submission Information

All submissions for this RPP are due by 25 September 2024, by 1pm Eastern.

All RRPV submissions must be submitted to the BARDA Digital Resources (BDR) RRPV Portal. Offerors may submit, or re-submit, in advance of the deadline. Neither the Government nor the RRPV CMF will make allowances/exceptions for submission problems encountered by the Offeror using system-to-system interfaces. If the Offeror fails to submit the full submission prior to the deadline, the submission may not be accepted. It is the Offeror’s responsibility to ensure a timely and complete submission. Failure to propose your submission on time for any reason may result in the submission not being considered for award.

Access to the BDR RRPV Portal is granted to RRPV Member Organizations by request only.  If your organization are not yet members of the RRPV consortium, please visit the How to Join page to learn more.

The account request process is simple but may take several days for approval and access. To request a BDR RRPV Portal account (first-time user), please contact the RRPV (RRPV@ati.org) and provide a set of basic information (first and last name, email address, and phone number, member organization). Once access to the BDR RRPV Portal account has been confirmed, the Offeror will log in to the Portal (www.rrpv.hhs.gov) using the prescribed two-factor authentication method. Once login is complete, the Offeror will be prompted to verify their user information and basic organization-related data. To request changes to your contact information, please contact RRPV (RRPV@ati.org). The Offeror will then be able to start a new submission and will be prompted to input the submission with other project-specific information. Offerors will be provided an automated confirmation of successful submission of a Proposal.

Documentation and reference materials for the BDR RRPV Portal are available to RRPV Member Organizations from the RRPV Members Only Site (for new users, request access here), and upon request from RRPV@ati.org.
